Governance Evaluations

A facilitated, structured evaluation of a CAO, executive director, president, or general manager — run by an independent third party. For councils, library boards, post-secondary boards of governors, utility commissions, and other bodies that need to evaluate a senior leader well, without political risk to the chair or the leader. Stakeholder interviews, validated leadership assessment, written report, board or council presentation, and a forward-looking performance plan. Roughly 10–12 weeks from kickoff to board presentation. Leadership Academies

A nine-month, in-person leadership cohort for senior public-sector leaders. Eight to twelve participants, capped at twelve. One full day per month, September through May. Regional cohorts pull leaders from neighbouring municipalities, library systems, post-secondary departments, and utility commissions; single-organization cohorts are also available. Each cohort begins and ends with a validated leadership assessment, so growth is measurable on paper. Pricing varies by cohort composition.

Embedded HR Retainers

A senior HR partner, embedded inside your company. For founders making people decisions that deserve a senior thinking partner. Strategic HR and organizational design — not compliance, not payroll, not benefits. Two published tiers: Essential Advisory at $6,000 per month (one day per month, advisory cadence) and Strategic Growth at $10,000 per month (three days per month, embedded inside the work). Six-month minimum, with twelve-month engagements available.

Validated psychometric assessments and an organizational diagnostic. Used inside major BlueChip services or available on their own. Four offerings: Work Style & Personality Assessment for cross-functional development and final-stage hiring; Team Performance Intelligence Package for intact teams; Leadership Readiness Assessment for pre-promotion decisions and pipeline planning; and the Organizational Health Diagnostic for organizations working through persistent friction or unclear culture. How the services connect.

Most BlueChip work crosses services. A governance evaluation often surfaces the case for a Leadership Academy. A Leadership Academy often surfaces the case for an Embedded HR Retainer at one of the participating organizations. Assessments live inside all three.

A standalone engagement is sometimes the right entry point. So is a multi-service relationship that starts with one and grows into others. Most of the work begins with the question, not the service.
